Personal Judges
Everyone must supervise the "gates of one's body": the mouth, eyes, ears, nose, etc.
"Judges/Shoftim and police you should place at each of your gates."

"Judges" refers to the Torah learning which teaches us how to act. "Police", whose task is to enforce the law, refers to the actual performance of the commandments. Each person must appoint for him or herself "judges" and "police" to effect his proper behavior.
Gateway to the New Year
Elul is the gateway to the month of judgment and reward.
To help bring the forces of good to victory, each of us has to act as both "judge", to determine if a certain desired behavior is correct according to Jewish law and try to act accordingly, as well as "policeman" - if our natural inclination does not wish to obey, we must force it to comply.
